the U.S. federal government agency that implements America's
foreign economic and humanitarian assistance programs. USAID's
history goes back to the Marshall Plan reconstruction of Europe
after World War Two and the Truman Administration's Point Four
Program. In 1961, President John F. Kennedy signed the Foreign
Assistance Act into law and created by executive order USAID.

The International Committee of the
Red Cross (ICRC) is working throughout the island of Timor. It has
offices in Dili and Baucau in the East, and in Kupang and Atambua
in the West. As a neutral and impartial organization, it
endeavours to provide humanitarian assistance for all victims of
the turmoil in Timor, wherever they may be.

voted by means of a direct, secret and universal ballot to begin a
process leading towards independence. UNTAET was established to
administer the territory and exercise legislative and executive
